Implement output-only tasks

Description

We need to properly support output-only tasks.

  • task submitter must select format (zip, rar, tar.gz, tar.bz2, more?)
  • separate eval code which unpacks and diffs (or runs eval.c in jail).

This is not remarkably difficult and sounds like fun.
